Introduction

MSMEs stands for Micro, Small, and Medium Enterprises — a classification of businesses in India based on their scale.

The Indian Government implements a robust array of support initiatives to address challenges and strengthen the Micro, Small, and Medium Enterprises (MSME) ecosystem.

MSME Classification:

  • Micro Enterprises: Investment in plant and machinery or equipment does not exceed ₹1 Crore and annual turnover does not exceed ₹5 Crore.
  • Small Enterprises: Investment does not exceed ₹10 Crore AND annual turnover does not exceed ₹50 Crore.
  •     Medium Enterprises: Investment does not exceed ₹50 Crore AND annual turnover does not exceed ₹250 Crore.

MSME Infrastructure & Skilling Programs

  • MSE-CDP (Cluster Development Programme): Government grants of 70–80% (up to ₹30 crore) to set up Common Facility Centers (CFCs) and upgrade industrial estates.
  • Technology Centers & Tool Rooms: Hubs for high-end tooling, product/process development, and testing. Run skill programs for everyone from school dropouts to M.Tech level, training around 2.5 lakh students a year.
  • CREATE Leh (launched September 2024): Full name — Centre for Rural Enterprise Acceleration through Technology. Supports rural entrepreneurs and local artisans in Leh.

MSME Portals

  • MSME Samadhaan (launched October 30, 2017): Lets MSEs directly file complaints about delayed payments. Defaulting companies get publicly named, which pressures them to pay up.
  • CHAMPIONS 2.0 Portal: A single-window, tech-driven platform that handles MSME grievances, connects units to new market opportunities, and helps promising businesses scale into global players.
  • MSME Sambandh: Tracks how much CPSEs procure from MSEs. Enforces the rule that CPSEs must buy at least 25% of their annual needs from MSEs — with sub-quotas of 4% from SC/ST-owned MSEs and 3% from women-owned MSEs.
