Context
- Ministry of Education informed Lok Sabha (written reply by Minister of State for Education, Dr. Sukanta Majumdar) about progress under the PM-Vidyalaxmi scheme.
- Scheme launched in November 2024 as a Central Sector Scheme to ensure no student is denied higher education due to financial constraints.
Key Highlights
- Provides collateral-free and guarantor-free education loans to students securing merit-based admission in top Quality Higher Education Institutions (QHEIs).
- 3% interest subvention on loans up to Rs 10 lakh for students with annual family income up to Rs 8 lakh; capped at 1 lakh fresh students/year.
- Outlay: Rs 3,600 crore (2024-25 to 2030-31) for interest subvention benefiting up to 7 lakh fresh students.
- PM Vidyalaxmi portal (pmvidyalaxmi.co.in) operational since 25 February 2025.
- Since launch (6 November 2024) till 21 July 2026: 1,12,817 loans sanctioned, worth Rs 15,634.78 crore.
- Applicable to all Scheduled Banks/Regional Rural Banks (RRBs)/Cooperative Banks; 12 Public Sector Banks, 20 Private Banks, 25 RRBs, 7 Cooperative Banks onboarded.
- Gross Enrolment Ratio (GER) in higher education rose from 23.0 (2013-14) to 30.0 (2023-24).
PM-USP CGFSEL — A Complementary Scheme
- PM Uchchatar Shiksha Protsahan Credit Guarantee Fund Scheme for Education Loans (PM-USP CGFSEL), implemented by Department of Higher Education.
- Provides Central Government guarantee (default: 75% of loan amount) for loans up to Rs 7.5 lakh, without collateral/third-party guarantee.
- Since launch in 2015 till 21 July 2026: 14,65,880 credit guarantees issued, worth Rs 59,843.74 crore.
About PM-Vidyalaxmi Portal
- Nodal Ministry: Ministry of Education; scheme type: Central Sector Scheme (fully Centre-funded).
- Uses Aadhaar-based de-duplication for eligibility; interest subvention credited via PM-Vidyalaxmi Digital Rupee App, redeemable as Direct Benefit Transfer (DBT).
- From 2nd year onward, subvention release is subject to satisfactory academic performance, monitored via semester-wise progress reports uploaded by QHEIs.
PM-Vidyalaxmi and the complementary PM-USP CGFSEL together expand access to collateral-free higher education financing, reflected in the rising GER, with disbursal secured through Aadhaar-linked digital infrastructure and performance-based monitoring.
