About Rashtriya Gram Swaraj Abhiyan (RGSA)

• The Rashtriya Gram Swaraj Abhiyan (RGSA) is a Centrally Sponsored Scheme (CSS) of the Ministry of Panchayati Raj (MoPR) aimed at strengthening the Panchayati Raj Institutions (PRIs).
• It focuses on capacity building and training of elected representatives and functionaries of Panchayats to enable effective planning, implementation and delivery of services at the grassroots level.
• The Revamped RGSA seeks to strengthen PRIs so that they can achieve Sustainable Development Goals (SDGs) through localisation at the grassroots level.

I. Objectives of RGSA

• Strengthening institutional capacity of Panchayati Raj Institutions.
• Building the leadership and managerial capabilities of elected representatives and Panchayat functionaries.
• Improving the planning and delivery of local development programmes.
• Promoting participatory and accountable local governance.
• Supporting Panchayats in achieving Localisation of Sustainable Development Goals (LSDGs).

II. Key Features of RGSA

• Nodal Ministry: Ministry of Panchayati Raj.
• Nature: Centrally Sponsored Scheme (CSS).
• The scheme covers rural local governments/Panchayati Raj Institutions and supports their capacity-building requirements.
• It supports activities such as training, capacity building, leadership development, institutional strengthening and Panchayat-level planning.
• The scheme also supports research and action research relating to Panchayati Raj, including issues such as Panchayat finances, devolution of powers, Gram Sabhas, e-enablement and capacity building.

III. Revamped RGSA

• The Revamped Rashtriya Gram Swaraj Abhiyan was introduced to further strengthen the capacity and effectiveness of PRIs.
• Its implementation framework provides support for capacity building and training, institutional infrastructure and other activities necessary for strengthening Panchayati Raj.
• The scheme seeks to make Panchayats more capable of undertaking local planning, service delivery and sustainable development.
• Recent development: The Ministry of Panchayati Raj published an evaluation of the Revamped RGSA in August 2026, highlighting its continuing importance in strengthening grassroots governance.
