About PARIVARTAN
- PARIVARTAN stands for Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions.
- It aims to reduce Particulate Matter (PM) and NOx emissions, improve air quality in Delhi-NCR, promote EV adoption, and strengthen India’s vehicle scrappage and clean-mobility ecosystem.
Coverage
The scheme targets commercial vehicles, particularly:
- Light, Medium and Heavy Goods Vehicles
- Commercial buses
- Old vehicles conforming to BS-IV or earlier emission norms
- It covers the NCT of Delhi and NCR districts of Haryana, Rajasthan and Uttar Pradesh. The scheme aims to replace more than 2 lakh eligible trucks and buses.
Implementation & Funding
- Implementing Ministry: Ministry of Road Transport and Highways (MoRTH)
- Funding: Routed through the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs (MoHUA).
- The scheme involves coordination among the Central Government, NCR States and automobile manufacturers.
Key Incentives
The scheme uses a combination of government support and industry incentives to make fleet replacement financially attractive.
- Motor Vehicle Tax: Up to 100% concession for 10 years by participating States.
- Registration Fee: Waiver for eligible replacement vehicles.
- Interest Subvention: 5% on eligible vehicle loans for 5 years.
- OEM Discount: Minimum 8% discount on the ex-showroom price of eligible new vehicles.
- Fuel Support: Monthly fuel-voucher assistance for eligible diesel/CNG replacement vehicles.
- EV Support: One-time financial assistance for eligible electric replacement vehicles.
- Scrappage: Incentives linked to the Certificate of Deposit (CoD) generated through the vehicle scrappage process.
