What is a Foreign OEM?

  • A Foreign OEM is a company based outside India that originally designs and manufactures a defence platform, weapon system, equipment or its components.
  • For example, when an Indian company partners with the original overseas manufacturer of a defence system to produce or maintain that system in India, the overseas manufacturer is the Foreign OEM.

Role in India’s Defence Sector

  • Foreign OEMs can support India’s defence indigenisation by providing technology, technical know-how, training and manufacturing expertise.
  • Their participation can help Indian companies develop domestic production capabilities and reduce long-term dependence on imports.
  • Under the Defence Acquisition Procedure (DAP) 2020, such partnerships are particularly relevant to procurement arrangements involving Transfer of Technology (ToT), indigenous manufacturing and strategic partnerships.
Foreign OEM vs Foreign Vendor
A foreign vendor is a broader term for a foreign entity supplying defence goods or services, whereas a Foreign OEM specifically refers to the original manufacturer of the equipment or system.
Therefore, every Foreign OEM may act as a vendor, but every foreign vendor is not necessarily an OEM.
