What is It ?

Pradhan Mantri Jan Arogya Yojana (PM-JAY) is a flagship, fully government-funded health assurance scheme under the broader Ayushman Bharat initiative. Administered by the National Health Authority (NHA) under the Ministry of Health and Family Welfare, its primary objective is to achieve Universal Health Coverage by shielding vulnerable populations from catastrophic medical expenses.

Key Features of PM-JAY

  • Financial Coverage: The scheme provides a cashless and paperless health insurance cover of ₹5 lakh per family per year strictly for secondary and tertiary care hospitalization.
  • Comprehensive Care: It covers over 1,900 medical procedures, including diagnostics, physician fees, surgeries, and ICU care. The cover also includes expenses for 3 days of pre-hospitalization and 15 days of post-hospitalization care (including medicines).
  • Universal Equity & Portability: There are no restrictions on family size, age, or gender. All pre-existing medical conditions are covered from day one, and beneficiaries can avail themselves of treatment at any empanelled public or private hospital nationwide.

Target Beneficiaries & Eligibility

  • Base Demographic: The scheme initially targeted over 12 crore poor and vulnerable families (approximately 55 crore individuals), which constitutes roughly the bottom 40% of India’s population.
  • Identification: Beneficiaries are identified using the deprivation and occupational criteria from the Socio-Economic Caste Census (SECC) 2011, and the scheme also integrates families previously covered under the Rashtriya Swasthya Bima Yojana (RSBY).

Recent Expansion: Universal Coverage for Senior Citizens (70+)

  • Universal Access: In September 2024, the Union Cabinet approved a major expansion offering health coverage to all senior citizens aged 70 years and above, entirely regardless of their income, assets, or socio-economic status.
  • Top-Up Benefits: Eligible seniors belonging to families already covered by PM-JAY receive an additional, independent top-up cover of ₹5 lakh per year exclusively for themselves.
  • Integration: Seniors with private health insurance remain eligible for this expansion. However, those benefiting from specific government policies like the Central Government Health Scheme (CGHS) must choose between their existing coverage and PM-JAY.
