Context

  • The Government of India is implementing PM-AJAY to promote the socio-economic development of Scheduled Caste communities through integrated village development, livelihoods, skill development and essential infrastructure.

About PM- AJAY

  • PM-AJAY: A 100% Centrally Sponsored Scheme, launched in 2021–22 by merging PMAGY, SCA to SCSP and BJRCY, and implemented by the Ministry of Social Justice & Empowerment.
  • Objective: Promote socio-economic development of SC communities through village development, livelihoods, skills and infrastructure.
  • Components: Adarsh Gram development, Grants-in-Aid, and hostel construction/repair.

Background and Origin

PM-AJAY was formed by amalgamating three erstwhile Centrally Sponsored Schemes into a single unified framework:

  • Pradhan Mantri Adarsh Gram Yojana (PMAGY)
  • Special Central Assistance to Scheduled Castes Sub Plan (SCA to SCSP)
  • Babu Jagjivan Ram Chhatrawas Yojana (BJRCY)

Three Core Components of PM-AJAY

1. Development of SC-Dominated Villages into “Adarsh Gram” (Model Villages)

  • Eligibility: Villages with a Scheduled Caste population of more than 40% and a total population of 500 or more are eligible for selection.
  • Gap-Filling Funding: Newly selected villages receive initial gap-filling grants for community infrastructure projects that cannot be met through standard convergence with other central or state schemes, supplemented by funds for administrative capacity-building and Village Development Plan (VDP) preparation.
  • Monitorable Indicators: Progress is evaluated across 50 socio-economic monitorable indicators distributed over 10 core domains (including drinking water and sanitation, education, health and nutrition, social security, rural roads, electricity, agricultural practices, financial inclusion, and digitization). To attain official Adarsh Gram status, a village must score 70 or above and maintain Open Defecation Free (ODF) standing.

2. Grants-in-Aid for District and State-Level Projects

  • Livelihood Ecosystems: Focuses on sustainable, comprehensive livelihood projects rather than standalone asset distribution.
  • Skill Development: Mandates that at least 10% of total grant funds be utilized for skilling courses aligned with the Ministry of Skill Development and Entrepreneurship (MSDE).
  • Women Empowerment: Allocates up to 15% of grants exclusively for viable economic projects and cooperatives run by SC women.
  • Asset Support: Provides financial assistance or loan interest/subsidy support for livelihood asset acquisition.

3. Construction and Repair of Hostels

  • Target Facilities: Funds the construction of residential hostels for SC students in top-ranked higher educational institutions (under NIRF) and government schools, particularly in aspirational districts and SC-majority blocks.
  • Central Assistance: Provides 100% Central assistance for both boys’ and girls’ hostels to eliminate long and unsafe daily commutes.
  • Regional Cost Norms: Cost ceilings are structured regionally per inmate to reflect local terrain and construction costs (e.g., higher allocations for North Eastern and Northern Himalayan regions).

Implementation, Monitoring, and Governance

  • Decentralized Planning: States and Union Territories submit Annual Action Plans (AAPs) and project proposals online through the centralized PM-AJAY portal.
  • Independent Evaluation: Regular assessments by agencies such as NITI Aayog‘s Development Monitoring and Evaluation Office (DMEO) track outcomes, noting measurable gains in rural electrification, banking access, basic infrastructure, and higher educational retention rates among SC students.
