Swachh Bharat Mission–Urban (SBM-U)

Swachh Bharat Mission–Urban (SBM-U)

Swachh Bharat Mission–Urban (What is it?)

  • SBM-U is a Government of India initiative launched in 2014 to eliminate open defecation and improve solid waste management in urban areas.
  • It is implemented under the Ministry of Housing and Urban Affairs (MoHUA).
  • SBM-U 2.0, launched in 2021, focuses on making cities “Garbage Free” through scientific waste management and sustainable sanitation.
  • It covers all statutory towns/cities and emphasises source segregation, scientific processing of waste and remediation of legacy dumpsites.

Key Focus Areas

1. Sustainable Sanitation:
Strengthening ODF outcomes, public/community toilets and safe management of faecal sludge.

2. Solid Waste Management:
Promotes 100% source segregation, door-to-door collection, processing and scientific disposal of municipal solid waste.

3. Garbage-Free Cities:
SBM-U 2.0 aims to eliminate open dumps and legacy waste while improving waste-processing systems.

4. Behavioural Change:
Encourages citizens to adopt responsible practices such as waste segregation, reduced littering and sustainable consumption.

5. Safai Mitra Safety:
Promotes safe and dignified sanitation work, including mechanisation of hazardous cleaning operations.

Why is SBM-U Important?

1. Improves Public Health:
Better sanitation and waste management reduce disease transmission, contamination and vector-related health risks.

2. Tackles Urban Waste:
Rapid urbanisation has increased the volume of municipal waste, making scientific waste management essential for sustainable cities.

3. Protects Environment:
Scientific processing reduces land, water and air pollution associated with open dumping and uncontrolled waste disposal.

4. Promotes Circular Economy:
Segregation, recycling, composting and waste-to-resource approaches can convert waste into valuable materials and energy.

5. Ensures Dignity of Sanitation Workers:
Mechanisation and safer sanitation practices can reduce workers’ exposure to hazardous waste and unsafe cleaning conditions.

Conclusion

SBM-U has evolved from a sanitation-focused programme into a broader urban waste-management mission. Its success depends on combining infrastructure, behavioural change, scientific waste processing and dignity and safety for sanitation workers.
