 About PM-USP CGFSEL

  • Pradhan Mantri Uchchatar Shiksha Protsahan Credit Guarantee Fund Scheme for Education Loans (PM-USP CGFSEL) – historically CGFSEL/CGFEL; facilitates collateral-free, guarantor-free higher education loans by sharing lending risk with financial institutions.
  • Managed by National Credit Guarantee Trustee Company Ltd (NCGTC), incorporated 28 March 2014 under Department of Financial Services, Ministry of Finance.
  • Came into force 16 September 2015; covers loans sanctioned on/after that date.

  • Up to ₹7.5 lakh Loan Limit Covered under the scheme
  • 75% of the “Amount in Default”; the lending bank bears the remaining 25% risk guarantee Cover
  • Undergraduates, postgraduates, professionals like CA, Law, Medical, Engineering, Management are eligible courses. Skill-based/vocational – aligned with IBA (Indian Banks’ Association) Model Educational Loan Scheme.
  • Mandatory Aadhaar linkage plus one of PAN, Voter ID, or Driving License for deduplication is required to avail the benefits.
  • Digital onboarding: transitioned to unified PM-Vidyalaxmi portal (operational since 25 February 2025) – banks submit CGFSEL coverage data via this platform.

Policy & Regulatory Framework

  • Nodal trustee/administrator: NCGTC, under Department of Financial Services, Ministry of Finance.
  • Parliamentary Standing Committee recommendations (Oct/Dec 2025): raise coverage limit from ₹7.5 lakh to ₹20 lakh; augment the ₹3,500 crore corpus; extend moratorium from 1 year to 2 years.
  • Digitally integrated with PM-Vidyalaxmi portal for unified beneficiary management.
