Context

  • Recently, the Principal Scientific Adviser (PSA) to the Government of India, Prof. Ajay Kumar Sood, launched the RSVC-AMRIT platform.
  • The platform has been developed by NABARD in collaboration with the Office of the Principal Scientific Adviser (OPSA) and will serve as the digital backbone of the RuTAGe Smart Village Centre (RSVC) ecosystem, strengthening rural innovation, technology transfer, and the adoption of appropriate technologies at the grassroots level.

About RSVC-AMRIT Platform

  • What is it? It is a comprehensive digital ecosystem designed to support the entire lifecycle of rural technology transfer—from discovery and validation to deployment, tracking, and knowledge management.
  • Developed by: National Bank for Agriculture and Rural Development (NABARD) in collaboration with the Office of the Principal Scientific Adviser (OPSA) to the GoI.
  • Objective: To serve as a national repository of rural innovations, acting as a bridge between scientific institutions, startups, innovators, and rural communities to solve last-mile technological challenges.

About RuTAGe Smart Village Centre (RSVC)

  • What is it? RSVCs are physical, village-level technology hubs designed to facilitate the transfer of affordable and appropriate technologies to rural populations.
  • Focus Areas: Agriculture, rural enterprises, renewable energy, education, assistive technologies, water & sanitation, and citizen services.
  • Implementation Model: RSVCs will be supported by NABARD and set up in collaboration with corporate entities through Corporate Social Responsibility (CSR) initiatives.
  • Implementing Agency: NABFOUNDATION (a wholly-owned subsidiary of NABARD) acts as the implementation partner on the ground. A Centre of Excellence on RSVCs has also been established at NABARD’s head office in Mumbai.

Key Organizations Involved

  • Office of the Principal Scientific Adviser (OPSA): Established in 1999 to provide pragmatic and objective advice to the Prime Minister and the Cabinet on matters related to science, technology, and innovation.
  • NABARD: An apex regulatory body (Wholly owned by the Government of India) for overall regulation of regional rural banks and apex cooperative banks in India.
  •  It falls under the jurisdiction of the Ministry of Finance and is entrusted with matters concerning policy, planning, and operations in the field of credit for agriculture and other economic activities in rural areas.
  • NABFOUNDATION: A Section 8 (Not for profit) company promoted by NABARD to execute development projects through partnerships and CSR funds.
