India Showcases Green Finance Architecture and 21.76 Million Hectares Restored at UNCCD CoP17

Context

  • Recently, UNCCD CoP17 was held in Ulaanbaatar, Mongolia (August 2026), where India showcased its Bonn Challenge progress, land-restoration mechanisms and blended green-finance initiatives.
Union Environment Minister, highlighted India’s efforts during the ministerial dialogues and IUCN-hosted side events.
  • Under “Innovative Financial Mechanisms for Healthy Land and Drought Resilience”, India called for predictable and sustained finance for land restoration and drought resilience while advancing its global commitments.

India’s Progress on Bonn Challenge Commitments

  • India has enhanced its Bonn Challenge target to restore 26 million hectares by 2030.
  • During 2011–2020, India brought 21.76 million hectares under restoration.
  • Restoration generated about 1.22 billion person-days of employment, supporting rural livelihoods.
  • The 2021–2025 reporting cycle is being undertaken with ICFRE and IUCN.

Innovative Financing Mechanisms for Land & Drought Resilience

  • Blended Green Finance: Combines public and private funds for climate adaptation, sustainable land use, forestry, agriculture and biodiversity.
  • Sovereign Green Bonds: Mobilise funds for land restoration, drought resilience and other green projects.
  • Whole-of-Government & Whole-of-Society: Brings together government, private sector and citizens for environmental action.
  • International Finance: India called for diversified, adequate, predictable and sustained international finance to complement domestic resources.

Key Schemes Driving Land Restoration

  • Green Credit Programme: Rewards restoration of degraded forest land with credits after 5 years and 40% canopy density, usable for afforestation, plantation or CSR.
  • Green India Mission: Promotes forest/tree cover, ecosystem services and climate resilience.
  • Nagar Van Yojana: Promotes urban and peri-urban forests and green spaces.
  • CAMPA: Uses funds from forest diversion for compensatory afforestation and ecosystem restoration.

Conclusion

India presented a twin narrative at UNCCD CoP17 — a diversified green-finance architecture built on Sovereign Green Bonds and the Green Credit Programme, and measurable Bonn Challenge outcomes of 21.76 million hectares restored and 1.22 billion person-days of employment during 2011–2020, against a target of 26 million hectares by 2030.
