About Khelo India
Khelo India (“Play India”) is the Government of India’s flagship programme for developing the country’s sports culture, launched in 2017 under Prime Minister Narendra Modi, consolidating the Rajiv Gandhi Khel Abhiyan, the Urban Sports Infrastructure Scheme, and the National Sports Talent Search Scheme.
It aims to build a comprehensive sporting ecosystem nurturing grassroots talent, expanding infrastructure, and providing a progression pathway to international sporting excellence.
Key Pillars
- Infrastructure Creation: The most heavily funded component; supports multipurpose halls, hockey fields, and athletic tracks.
- Grassroots Talent Identification: Data-driven scouting ensuring geography or economic background do not hinder potential champions.
- Sports Science & Technology: Integrates nutrition, strength conditioning, psychology, and performance analytics.
- Fit India Movement: Nationwide drive for healthy, active lifestyles, integrated under the Khelo India umbrella.
The Revamped Scheme (2026–31)
- Outlay: ₹36,441 crore for 2026–27 to 2030–31, the largest sports investment since Independence, including enhanced Assistance to National Sports Federations.
- Policy alignment: Aligned with Khelo Bharat Niti 2025 and NEP 2020; prepares India for the 2030 Commonwealth Games and 2036 Olympic and Paralympic ambitions.
Athlete Pathway and Funding
- Four-tier pathway: Foundation, Grassroots, Intermediate, and Elite levels.
- Khelo India Athletes (KIAs): Residential-programme athletes receive up to ₹6.28 lakh per athlete per year plus a ₹10,000 monthly allowance.
- Emerging KIAs (E-KIAs): New category expanding the athlete pool nearly ten-fold, from 2,904 to approximately 28,000 athletes.
- Elite progression: Top athletes graduate into the Target Olympic Podium Scheme (TOPS) for international exposure and elite coaching.
Flagship Competitions and Training Infrastructure
- Khelo India Youth Games (KIYG): Annual games for under-17 school and under-21 college students.
- Khelo India University Games (KIUG): India’s largest university-level competition, ages 18–25.
- Khelo India Winter Games: Ice and snow sports hosted in Ladakh and Jammu & Kashmir.
- Specialized Games: Khelo India Para Games (2023), Beach Games, Water Sports Festivals, and Khelo India Tribal Games (first held 2026, Chhattisgarh).
- Khelo India Centres (KICs): Over 1,000 centres across 759 districts, staffed by Past Champion Athletes (PCAs).
- KISCEs and school integration: Khelo India State Centres of Excellence, plus Khelo India Feeder Schools (KIFS) and Khelo India Utkrishta Vidyalayas (KIUV).
- KIRTI: Uses standardized testing and AI/data analytics to identify sporting talent in children aged 9 to 18 years.
