BioE3 stands for Biotechnology for Economy, Environment and Employment and aims to strengthen India’s biomanufacturing ecosystem by linking research with industry, startups and MSMEs.
The policy promotes Biomanufacturing Hubs, Biofoundries and Bio-AI Hubs in identified sectors.
About the BioE3 Policy
BioE3 Policy, under the Department of Biotechnology (DBT), promotes Biomanufacturing Hubs, Biofoundries and Bio-AI Hubs to boost biotechnology-based innovation and production.
The policy covers six thematic areas and five Bio-AI sectors, with the initiative’s progress reported in the Rajya Sabha on 6 August 2026.

- Bio-AI Hubs — Five Priority Sectors: Ayurveda, Agriculture Innovations, Genome Diagnostics, Synthetic Biology, and Biomolecular Design.
Selection & Evaluation Mechanism
- Nationwide Call: Letter of Intent/proposals invited through national advertisements.
- Screening Committee: vets proposals against defined eligibility criteria.
- Selection Committee: evaluates technical aspects using expert comments and presentations.
- Financial Evaluation Committee (FEC): assesses financial mechanisms — co-funding, equity financing, management, and royalty sharing.
- Apex Committee: gives final recommendation on objectives, milestones, deliverables, duration, cost, and disbursement modalities.
Funding & Economic Impact
- Funding Pattern: up to 70% of project cost as government assistance; remaining 30% from the private sector — targeted at start-ups, MSMEs, and industry.
- Employment: expected to generate about 1500 direct and indirect jobs over five years in Tier-II and Tier-III cities.
- Bioeconomy Target: policy aimed at supporting a $300 billion bioeconomy by 2030.
- Beneficiaries: over 600 beneficiaries have used Biofoundry/Biomanufacturing Hub facilities so far.
- Private Investment Mobilised: Rs. 602.09 Cr in investment commitments to date.
