About
- The Department of Personnel and Training (DoPT) is the nodal department of the Government of India for personnel management and administrative matters relating to the Central Government.
- It functions under the Ministry of Personnel, Public Grievances and Pensions.
Major Areas of Work
1. Personnel Management
- Frames policies relating to recruitment, service conditions, promotion, deputation and disciplinary matters of Central Government employees.
- Acts as the cadre-controlling authority for the IAS.
2. Training & Capacity Building
- Develops the framework for training and capacity building of government officials.
- Associated with Mission Karmayogi (NPCSCB), which promotes competency-based capacity building.
3. Administrative Reforms
- Works towards improving efficiency, accountability and citizen-centric governance.
- Promotes simplification of procedures and better administrative practices.
4. Transparency & Right to Information
- DoPT is the nodal department for the Right to Information Act, 2005.
- It deals with policy matters concerning the implementation of RTI across the Central Government.
5. Vigilance & Integrity
- Handles policy matters relating to administrative vigilance, disciplinary proceedings and integrity in public administration.
- It also has an important institutional relationship with the Central Bureau of Investigation (CBI).
6. Reservation & Social Justice
- Frames personnel-related policies concerning reservation in Central Government services for constitutionally recognised categories.
7. Central Staffing & Deputation
- Through the Central Staffing Scheme, officers from All India Services and Central Group ‘A’ Services can be placed in senior positions at the Centre on deputation.
