What is PNGRB?

  • Full Name: Petroleum and Natural Gas Regulatory Board.
  • A statutory body established under the Petroleum and Natural Gas Regulatory Board Act, 2006.
  • Established to:
    • Protect consumer interests.
    • Promote competition and fair trade.
    • Ensure adequate and uninterrupted supply of petroleum and natural gas.
  • PNGRB regulates refining, processing, storage, transportation, distribution, marketing and sale of petroleum, petroleum products and natural gas.

What does PNGRB NOT Regulate?

  • Crude oil and natural gas production/exploration are outside the regulatory mandate of PNGRB.

Key Functions of PNGRB

  • Pipelines: Authorises entities to lay, build, operate and expand petroleum and natural gas pipelines; can declare them as Common or Contract Carriers.
  • City Gas Distribution (CGD): Authorises City/Local Natural Gas Distribution Networks supplying PNG and CNG.
  • Competition & Consumer Protection: Promotes fair competition, regulates pipeline access and protects consumer interests.
  • Safety Standards: Prescribes technical and safety standards for downstream petroleum and natural gas infrastructure.
