What is Environmental Clearance (EC)?

  • Environmental Clearance (EC) is the prior approval granted by the Ministry of Environment, Forest and Climate Change (MoEFCC) or the State Environment Impact Assessment Authority (SEIAA) before certain development projects are established, expanded, or modernized.
  • It ensures that projects are implemented with minimum environmental damage and in accordance with sustainable development principles.
  • The requirement arises under the Environment Impact Assessment (EIA) Notification, 2006, issued under the Environment (Protection) Act, 1986.

Objectives

  • Assess environmental impacts before project approval.
  • Prevent, reduce, and mitigate ecological damage.
  • Promote sustainable development.
  • Ensure public participation in environmentally significant projects.

Projects Requiring EC

  • New projects listed in the Schedule of the Notification.
  • Expansion or modernization of existing projects crossing prescribed thresholds.
  • Change in product mix beyond specified limits in scheduled industries.

Classification of Projects

Category ACategory B
Projects with significant environmental impacts. Appraised by MoEFCC through the Expert Appraisal Committee (EAC).
Examples: Large mining, thermal power plants, major river valley projects.
Projects with relatively lower impacts. Appraised by SEIAA with assistance from the State Expert Appraisal Committee (SEAC).
Further divided into:
B1: Requires EIA Report and Public Consultation.
B2: Generally, exempt from detailed EIA and Public Consultation (subject to notification provisions).
