Context

  • Recently, the Union Home Minister Amit Shah launched the FCRA 2.0 Portal and the e-OCI (Electronic Overseas Citizen of India) Card to improve transparency, efficiency, and digital governance in foreign contribution regulation and OCI services.

FCRA 2.0 Portal: Key Features

The new portal replaces the earlier paper-based system with a fully digital platform.

  • Hosting: The portal is hosted on MeghRaj (the National Government Cloud) to ensure data security and reduce the threat of data breaches. 
  • Paperless Compliance: Eliminates the physical submission of compliance documents.
  • Advanced Tools: Integrated with Aadhaar-based authentication, e-Sign facilities, and Optical Character Recognition (OCR)-based document analysis for quick verification.    

The e-Overseas Citizen of India (e-OCI) Card

The OCI scheme was introduced to grant a form of lifetime residency and professional freedom to Persons of Indian Origin (PIOs), short of dual citizenship.

  • Core Objective: To streamline and digitize processes for more than 50 lakh (5 million) OCI cardholders.
  • The “Age 20” Rule Modification: Previously, OCI booklets had to be re-issued every time a cardholder obtained a new passport after turning 20 years old. Under the new e-OCI system, this requirement is eliminated. Cardholders no longer need a physical re-issuance of the booklet; instead, their registration number becomes unique, and they can perform real-time verification and update passport details digitally online.
  • Security & Convenience: The completely digital document eliminates the risk of loss or physical damage and allows real-time immigration verification at borders.

What is FCRA?

  • The Foreign Contribution (Regulation) Act (FCRA), 2010 regulates the acceptance and utilization of foreign contributions and foreign hospitality by individuals, associations, and NGOs.
