India–China LAC Talks: Clarifying Perceptions and Managing Border Tensions

India–China LAC Talks: Clarifying Perceptions and Managing Border Tensions

Context

  • The 25th Round of India–China Special Representatives (SR) Talks was held in Beijing on 25 August 2026, co-chaired by India’s NSA Ajit Doval and China’s Foreign Minister Wang Yi. The talks focused on reducing differences over the Line of Actual Control (LAC), maintaining border peace and advancing the boundary-settlement process.

Line of Actual Control (LAC)

  • The LAC is the de facto boundary separating areas controlled by India and China, but it is not a mutually demarcated international boundary.
  • India and China have different perceptions of the LAC alignment, leading to overlapping patrolling claims and occasional face-offs.
  • The LAC is broadly divided into Western, Middle and Eastern sectors.
  • Western Sector: Ladakh–Aksai Chin.
  • Middle Sector: Himachal Pradesh and Uttarakhand.
  • Eastern Sector: Sikkim and Arunachal Pradesh.

Why LAC Clarification Matters?

  • Different perceptions of the LAC can result in patrol confrontations and military stand-offs.
  • Exchange and clarification of maps can help establish a common understanding of the LAC alignment.
  • It is intended to reduce the possibility of incidents without prejudicing either side’s final territorial claims.

Special Representatives Mechanism

  • The Special Representatives mechanism was established in 2003 to address the India–China boundary question at the political level.
  • India: National Security Adviser Ajit Doval.
  • China: Foreign Minister Wang Yi.
  • It is the principal political-level mechanism for negotiations on the boundary question.

Important India–China Border Agreements

  • 1993 Agreement: Agreement on Maintenance of Peace and Tranquillity along the LAC
  • Emphasised maintenance of peace and tranquillity along the LAC.
  • Provided the basis for subsequent confidence-building measures.
  • 1996 Agreement: Agreement on Confidence-Building Measures in the Military Field
  • Sought to limit military activities and reduce the risk of confrontation.
  • Included provisions relating to military forces and weapons in proximity to the LAC.
  • 2005 Agreement
  • Established Political Parameters and Guiding Principles for settlement of the boundary question.
  • Further strengthened the framework for confidence building.
  • 2012 WMCC
  • Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC) was established.
  • Focuses on consultation and coordination concerning border affairs.
