Context
- Recently, the Union Cabinet approved the setting up of the Integrated Transport & Logistics Authority (ITLA) as a Special Purpose Vehicle (SPV).
About ITLA
- ITLA will function as the national apex institution for integrated transport and logistics planning, research, project appraisal, monitoring and policy support.
- It will promote greater coordination and multimodal integration across different transport sectors.
Key Functions of ITLA
- National Transport Master Plan: Prepare a comprehensive plan with a 10-year or longer planning horizon, covering roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.
- Integrated Planning: Evaluate short-term sectoral plans and annual plans of transport ministries to ensure alignment with the National Transport Master Plan.
- Project Appraisal: Undertake technical appraisal of Central Government infrastructure projects costing ₹500 crore or more. Financial appraisal will continue under existing mechanisms.
- Monitoring & Impact Assessment: Monitor implementation of projects costing ₹500 crore or more and conduct post-implementation impact assessment.
- National Transport Data Repository (NTDR): Create a unified transport and logistics database by integrating data from sources such as GSTN e-way bills, FASTag, VAHAN, GPS-based systems and urban traffic management systems.
- Logistics Policy: Advise on the review and updation of the National Logistics Policy, 2022.
- Capacity Building: Promote training, skilling, research and innovation in the transport and logistics sectors.
